Canada’s ministers of education recognize that literacy is the foundation of learning and an essential component of the knowledge- and skills-based economy of the 21st century. In 2013, Canada’s ministers of education agreed that numeracy was also a key priority and that provinces and territories would work together to identify and share best practices on innovative teaching and learning strategies to raise student achievement in this area.

Ministers are committed to promoting literacy and numeracy as key skills that play a vital role in the development of the individual, the well-being of the community, and the success of the economy. Individually and collectively, they aim to ensure that every member of society has the opportunity to develop these skills to his or her fullest potential.
