Priorities for phase II of the Pan-Canadian French as a first language project were improving oral communication and fostering more effective use of cognitive and meta-cognitive strategies in reading and writing. These priorities were determined based on a review of student performance completed as part of phase I of the project.
All provinces and territories except Quebec took part in phase II of the project.
Segment 1 The first segment of phase II involved creating an oral communication kit including:
- The État des lieux sur l'oral (Oral communication inventory) report that describes the place of oral communication in curricula and related official documents in Canada, Belgium, Switzerland and France as well as current research on teaching oral communication;
- A K-12 language development continuum mapping key language elements to each age level;
- A directory of resources for teaching, learning and assessing oral communication;
- Four video scenarios showing various oral teaching/learning situation types:
- Parent brochures in French and English;
- Student resources and model resources:
A teacher training model. Segment 2
The second segment of phase II involved creating a training kit on cognitive and meta-cognitive strategies in reading and writing, including:
- A foundation document based on state-of-the-art research on cognitive, meta-cognitive and socioaffective strategies for reading and writing skill acquisition
- A list of ministry/department documents, professional reading material, videos, CD-ROMs and Web sites;
- A teacher's guide including a list of cognitive, meta-cognitive and socioaffective strategies, as well as video scenarios showing best reading and writing practices using these strategies;
- Three video scenarios showing various oral teaching/learning situation types:
