Education in Canada

Education in Canada is a document prepared and updated periodically by the Council of Ministers of Education, Canada (CMEC), that gives a current pan-Canadian overview of education. Its content is based on information compiled from Canada's 13 jurisdictions and deals with topics such as: governance, funding, education systems, language, teaching, public and private schools, pre-elementary/elementary/secondary/postsecondary institutions, statistics, attendance, regional differences, university degrees/college diplomas, vocational training, adult education, technology and education, Aboriginal education, the role of CMEC, and ministerial priorities for education. This document is used for general reference and is often included as an appendix to country reports on education topics.

UNESCO Seventh Consultation of Member States on the Implementation of the Convention and Recommendation against Discrimination in Education

UNESCO regularly monitors the implementation of its Convention and Recommendation against Discrimination in Education. The purpose of the convention and recommendation is not only the elimination of discrimination in education, but also the adoption of measures aimed at promoting equality of educational opportunity and treatment. For each of the six main articles of the convention and recommendation, UNESCO has prepared specific questions that probe the application of each of the articles. The chapters that respond to the questions on the first three articles focus on educational laws, legislative texts, and policies that prohibit discrimination in education and promote equal educational opportunities, and how these laws and policies conform to the convention and recommendation. The issues include: free and equitable access to elementary and secondary education; the establishment and quality-control of public, separate, and private school systems; access of foreign nationals to school systems and credential recognition; public-school funding; and postsecondary access and student financial support. The chapter on the fourth article looks at "reaching the un-reached" and the policy measures and programs that enable disadvantaged and vulnerable groups to have access to basic education. To reflect the pan-Canadian context, the groups that have been included are Aboriginal students, children of immigrants, visible-minority students, and special-needs students. The chapter on the fifth article probes the issues of human-values education and national-minority education. In the chapter corresponding to the seventh article, an overview of the results and obstacles is presented, along with a review of the main issues to be addressed in the ongoing fight against discrimination in education.

Report on the CMEC Adult Literacy Forum (June 19-20, 2006)

The 2006 CMEC Adult Literacy Forum, "Investing in Our Potential: Towards Quality Adult Literacy Programs in Canada," featured presentations that compared Canada's performance on international literacy tests to that of other countries and stressed the need for innovative, coherent, and long-term government efforts to strengthen adult-literacy provision at the community level, and the economic effects of improved literacy. The report also covers the workshops on workplace literacy, issues of measurement and evaluation of program success, quality provision, and the recommendations from the forum.

Literature Review of Postsecondary Education Affordability in Canada

Investing in Their Future

The Canadian Post-Secondary Student Financial Survey asked students about their financial situation, income, and expenditures at the beginning of 2003-04 and throughout the school year. The study also investigated the views and experiences of students' parents: the amounts they contributed, their methods of saving for their children's postsecondary education, and the impact of this financial contribution on other financial decisions in the household.

Designation Policy Framework

The Designation Policy Framework is a pan-Canadian approach intended to guide jurisdictions in the development of their designation policies related to student financial assistance. The framework supports provincial and territorial governments as well as the Government of Canada in working with educational institutions to improve the performance of the student-loans portfolio and to improve accountability to students and taxpayers through stewardship of the portfolio.

Working Together to Strengthen Learning and Labour Market Training

The provincial and territorial ministers of education and the labour-market ministers renewed their commitment in this 2002 document to ensure that Canadians have access to the skills they need to enter the workforce and maintain currency. This document contains the commitments made by the ministers and outlines the ways that the federal government can help the provinces and territories in strengthening workforce development, enhancing postsecondary capacity, encouraging full labour participation of under-represented groups, and providing Internet access for on-line learning.
