5th APEC Education Ministerial Meeting

This report contains the main outcomes of the 5th APEC Education Ministerial Meeting, which took place May 21–23, 2012, in Korea. The meeting focused on topics such as globalization and education, innovation in education, and education cooperation. At the conclusion of the meeting, ministers adopted a joint statement, “Envisioning Together for the Future and Hope,” pledging to continue to foster regional innovative growth, promote future skills suitable for the global society, create innovative instructional delivery systems, and foster more collaborative policy decisions.

The Education World Forum (EWF) 2011 was held under the theme of “Education for Economic Success” and built on previous “Moving Young Minds” and “Learning and Technology World Forum” events. The Canadian delegation was led by the Honourable Patrick Rouble, Minister of Education, Yukon. The report of the forum outlines some lessons learned from around the world on education for economic success and, more specifically, on the application of technological innovations in the education sector and new strategies for higher education. The forum concluded with a commitment to continue support for development and action through the various organizations present.

Education Leaders Forum 2010, July 7–8, 2010, Warsaw, Poland

The Education Leaders Forum 2010 was organized by Microsoft Corporation under the auspices of UNESCO and the European Schoolnet, in Warsaw, Poland. The Canadian delegation was led by the Honourable Diane McGifford, Minister of Advanced Education and Literacy and Minister responsible for International Education, Manitoba. The theme “Engaging Student Creativity and Innovation: A Key to Global Success” highlighted the importance of information and communication technology (ICT) in the 21st century. The report highlights how the focus on ICT aims to help achieve desired goals, create a dynamic workforce, adopt green strategies and management methods, and improve resolutions for the problems faced by education communities today.

A Systematic Review of the Effectiveness and Efficiency of Networked ICT in Education

In 2001, the Advisory Committee for On-line Learning - a joint committee of the Council of Ministers of Education, Canada (CMEC) and Industry Canada - developed a research agenda related to on-line learning, from which the topic for this review was derived. In order to make informed and justifiable decisions about the allocation of resources, the government needed research evidence about the use of information and communication technologies (ICT) in lifelong education. This report reviews the effectiveness and efficiency of on-line and networked learning through an extensive international literature review, including summaries of relevant studies, analysis of general themes, gaps, and results, and the presentation of conclusions and recommendations.

Discussion Paper on Digital Copyright Issues

The Copyright Forum, the author of this paper, serves as a venue for the discussion of digital copyright issues of interest to Canadian educational institutions, libraries, archives, and museums. The forum comprises 13 national associations, including the CMEC Copyright Consortium. The purpose of this discussion paper is to outline the forum's perspective on major issues that must be addressed in revising the Copyright Act to make it a more effective instrument for achieving public-policy objectives in a digital environment. The paper highlights the key issues, sets out a number of principles underlying the forum's approach, and makes a series of specific recommendations regarding the revision of the Copyright Act.

The E-learning E-volution in Colleges and Universities: A Pan-Canadian Challenge

Report on the PCERA 1999 Pan-Canadian Research Agenda Symposium

In early August 1998, CESC circulated a request for proposals to the education research community. Researchers were asked to write a proposal to develop a 6000-word paper that both reviewed the current state of research and proposed research questions for a pan-Canadian agenda on any one of the priority subjects that constituted the PCERA. Twelve papers were completed and presented at the PCERA Symposium.
