Organization of American States (OAS) VII Inter-American Meeting of Ministers of Education, Paramaribo, Suriname, March 1–2, 2012

This report contains the main outcomes of the OAS VII Inter-American Meeting of Ministers of Education held in March 2012, along with interventions by the Canadian delegation. The meeting focused on a variety of issues, including the teaching profession, schools as learning communities, the role of government as guarantor of a quality education, and the work of the Inter-American Committee on Education (CIE). In addition, ministers approved the Declaration of Paramaribo — “Transforming the role of the teacher in response to 21st-century challenges” — and elected the new CIE Authorities for the period 2012–2014.

Education Commission of the 36th Session of the UNESCO General Conference, Paris, France, November 1–3, 2011

This report contains the main outcomes of the 36th Session of the UNESCO General Conference held in November 2011, along with interventions by the Canadian delegation. The 36th session focused on a variety of issues, including the 2012-13 budget for the commission, the International Standard Classification of Education (ISCED) statistical tool, the 1993 Recommendation on the Recognition of Studies and Qualifications in Higher Education, and the 1976 Recommendation on the Development of Adult Education.

International Summit on the Teaching Profession, March 16–17, 2011, New York City, United States

The Honourable Doug Currie, Minister of Education and Early Childhood Development, Prince Edward Island, led the Canadian delegation to the first International Summit on the Teaching Profession. This event marked the first time education ministers, teachers, and union leaders from around the world convened to discuss best practices in building a world-class teaching force. The discussions focused on teacher recruitment and preparation; development, support, and retention of teachers; teacher evaluation and compensation; and teacher engagement in education reform.

Report to UNECE and UNESCO on Indicators of Education for Sustainable Development: Report for Canada 2007–2010

The United Nations Economic Commission for Europe (UNECE) has asked member states to report on their implementation of the strategy for education for sustainable development (ESD) in formal, non-formal, and informal settings. UNESCO has agreed to streamline reporting; therefore, this report also serves as a report on the implementation of the UNESCO Decade of ESD. CMEC, Environment Canada, and the Canadian Commission for UNESCO have collaborated to respond to these requests through the preparation of Canada's report. The report looks at the period from 2007 to 2010 as an update to the 2007 CMEC report, Report to UNECE and UNESCO on Indicators of Education for Sustainable Development: Report for Canada.

The Education World Forum (EWF) 2011, January 10–12, 2011, London, United Kingdom

The Education World Forum (EWF) 2011 was held under the theme of “Education for Economic Success” and built on previous “Moving Young Minds” and “Learning and Technology World Forum” events. The Canadian delegation was led by the Honourable Patrick Rouble, Minister of Education, Yukon. The report of the forum outlines some lessons learned from around the world on education for economic success and, more specifically, on the application of technological innovations in the education sector and new strategies for higher education. The forum concluded with a commitment to continue support for development and action through the various organizations present.

World Conference on Early Childhood Care and Education (WCECCE), September 27–29, 2010, Moscow, Russian Federation

The first-ever World Conference on Early Childhood Care and Education, organized by UNESCO in Moscow, had the theme of “Building the Wealth of Nations.” The Canadian delegation was led by the Honourable Donna Harpauer, Minister of Education for Saskatchewan. The report of the conference outlines the importance and benefits of early-childhood care and education (ECCE), both as a human right and as an integral part of development. Conference participants adopted the Moscow Framework for Action and Cooperation: Harnessing the Wealth of Nations, which outlines a number of challenges that must be tackled to achieve ECCE goals.

Education Leaders Forum 2010, July 7–8, 2010, Warsaw, Poland

The Education Leaders Forum 2010 was organized by Microsoft Corporation under the auspices of UNESCO and the European Schoolnet, in Warsaw, Poland. The Canadian delegation was led by the Honourable Diane McGifford, Minister of Advanced Education and Literacy and Minister responsible for International Education, Manitoba. The theme “Engaging Student Creativity and Innovation: A Key to Global Success” highlighted the importance of information and communication technology (ICT) in the 21st century. The report highlights how the focus on ICT aims to help achieve desired goals, create a dynamic workforce, adopt green strategies and management methods, and improve resolutions for the problems faced by education communities today.

The Development and State of the Art of Adult Learning and Education (ALE): Report for Canada

UNESCO asked member states to prepare reports on developments in adult learning and education since 1997, including the current state of the art and future challenges. This report is Canada's response to that request. The focus of the report is on policies, research, and effective practices in literacy, non-formal education, and adult and lifelong learning. The report addresses four major themes, and has an introductory demographic overview and a final section that looks at expectations for CONFINTEA VI and the future of adult learning and education. The four themes are: policy, legislation, and financing; quality of adult learning and education—provision, participation, and achievement; research, innovation, and good practices; and adult literacy.

Informal Meeting of OECD Education Ministers on Evaluating the Outcomes of Higher Education, January 11-12, 2008

The main objective of the meeting was to facilitate an exchange of ideas around the question of evaluating higher-education systems and the feasibility of creating instruments suitable for evaluating higher education across OECD member countries. UNESCO Seventh Consultation of Member States on the Implementation of the Convention and Recommendation against Discrimination in Education

UNESCO regularly monitors the implementation of its Convention and Recommendation against Discrimination in Education. The purpose of the convention and recommendation is not only the elimination of discrimination in education, but also the adoption of measures aimed at promoting equality of educational opportunity and treatment. For each of the six main articles of the convention and recommendation, UNESCO has prepared specific questions that probe the application of each of the articles. The chapters that respond to the questions on the first three articles focus on educational laws, legislative texts, and policies that prohibit discrimination in education and promote equal educational opportunities, and how these laws and policies conform to the convention and recommendation. The issues include: free and equitable access to elementary and secondary education; the establishment and quality-control of public, separate, and private school systems; access of foreign nationals to school systems and credential recognition; public-school funding; and postsecondary access and student financial support. The chapter on the fourth article looks at "reaching the un-reached" and the policy measures and programs that enable disadvantaged and vulnerable groups to have access to basic education. To reflect the pan-Canadian context, the groups that have been included are Aboriginal students, children of immigrants, visible-minority students, and special-needs students. The chapter on the fifth article probes the issues of human-values education and national-minority education. In the chapter corresponding to the seventh article, an overview of the results and obstacles is presented, along with a review of the main issues to be addressed in the ongoing fight against discrimination in education.

Report of the Canadian Delegation to the 16th Conference of Commonwealth Education Ministers (CCEM)

Meeting of the OECD Education Committee at Ministerial Level (Athens, Greece, June 27-28, 2006)

The G8/BMENA Declaration

The Second Meeting of the Education Ministers of the Broader Middle East and North Africa (BMENA) and the Group of Eight (G8) was held in Sharm El-Sheikh, Egypt, on May 23-24 , 2006. Discussions focused on the themes of information and communications technology in education, quality and relevance, technical and vocational education and training, and literacy.
