Developing an Adult-Education Policy Framework: Terminology, Typology, and Best Practices ( 479kb) This research report was prepared to support the development of a policy framework for adult education across Canada. Research was conducted between December 2004 and March 2005, employing: an extensive literature review of recent adult-education and lifelong-learning literature; the completion of a survey by provincial and territorial governments involved in the development and delivery of adult-education programs; a review of federal government Web sites to identify adult-education and training programs; and consultation with a targeted group of expert adult-educators and practitioners. The report includes an overview of the current state of adult education, definitions, a proposed policy framework, and guiding principles.

PISA 2003 - The 2003 Canadian Report (Web page) The Programme for International Student Assessment (PISA) is a collaborative effort among member countries of the Organisation for Economic Co-operation and Development (OECD). PISA is designed to provide policy-oriented international indicators of the skills and knowledge of 15-year-old students and to shed light on a range of factors that contribute to successful students, schools, and education systems. The 2003 report focuses on mathematics literacy, providing information on performance in mathematics, reading, science, and problem solving in an international context and on a jurisdictional basis. Other sections of the report look at the relationship between student engagement, student learning, and mathematics performance, and the relationship between family characterisitics, home environment, and mathematics performance.

Pan-Canadian results of francophone students in a minority-language setting in the School Achievement Indicators Program (SAIP) ( 2326kb) This report presents an in-depth analysis of minority-francophone students' performance on the School Achievement Indicators Program (SAIP) in mathematics, reading and writing, and science assessments, with a view to identifying reasons that might explain their lower performance, as well as to pinpointing avenues of action that might positively influence student performance. Chapters of the report list and review the research on factors relating to academic performance by students in minority-francophone settings, analyse student performance and contextual data gathered in surveys conducted in the first and second assessment cycles of SAIP, identify a range of possible avenues for intervention to improve students' academic performance, and provide possible directions for further research.

Canadian Report for the CONFINTEA V Mid-Term Review of Adult Education ( 714kb) This report on adult education was prepared at UNESCO's request in preparation for the Mid-Term Review Conference on Adult Education (CONFINTEA + 6), held in 2003 to report on progress in adult learning since the Fifth International Conference on Adult Education (CONFINTEA V) in 1997. UNESCO prepared a questionnaire and this report provides the responses from four jurisdictions - Prince Edward Island, Quebec, Manitoba, and Saskatchewan - as well as departments of the federal government and literacy organizations. The report's contents are arranged around the themes of conditions and quality of adult learning, literacy and basic education, and media, culture, and technologies.

One of the major concerns associated with such transfers is the continuity of students' education. Framework for the Future ( 990kb) In the spring of 2003, the Council of Ministers of Education, Canada (CMEC), sought an external appraisal of its mission, objectives, and capabilities in order to establish a framework for the organization's future and a foundation for its renewal. Three external reviewers were retained for this task. This report includes recommendations concerning relationships among CMEC member governments, between CMEC and the federal government, between CMEC and major national nongovernmental organizations, and a review of the specific roles and responsibilities of CMEC and the CMEC Secretariat.

Access, Inclusion and Achievement: Closing the Gap Country Response: Canada ( 1953kb) The 15th Conference of Commonwealth Education Ministers was held in 2003. The Council of Ministers of Education, Canada (CMEC) prepared this document on policies, strategies, practices, critical concerns, and aspirations for education, specifically in relation to the theme "Access, Inclusion and Achievement - Closing the Gap." The report is divided into two sections: Part A consists of best practices, case studies, innovative solutions and policies, and challenges of the educational systems in the provinces and territories, organized around the themes of access, inclusion, and achievement; Part B is linked to the nine points in the Halifax Statement for Education, which resulted from the 14th Conference of Commonwealth Education Ministers in 2000, and presents progress and success since that meeting in the areas most relevant to Canada's experience, including technologies in education and teacher training.

A Systematic Review of the Effectiveness and Efficiency of Networked ICT in Education ( 927kb) In 2001, the Advisory Committee for On-line Learning - a joint committee of the Council of Ministers of Education, Canada (CMEC) and Industry Canada - developed a research agenda related to on-line learning, from which the topic for this review was derived. In order to make informed and justifiable decisions about the allocation of resources, the government needed research evidence about the use of information and communication technologies (ICT) in lifelong education. This report reviews the effectiveness and efficiency of on-line and networked learning through an extensive international literature review, including summaries of relevant studies, analysis of general themes, gaps, and results, and the presentation of conclusions and recommendations.

Canadian Youth, Sexual Health, and HIV/AIDS Study 2002 ( 3126kb) This report presents the findings of a study on youth, sexual health, and HIV/AIDS. The Canadian Youth, Sexual Health, and HIV/AIDS Study (CYSHHAS) was administered by the Council of Ministers of Education, Canada, in collaboration with the Canadian Strategy on HIV/AIDS of Health Canada, which provided funding for the study. The overall purpose of the study was to increase understanding of the factors that contribute to the sexual health of youth, by examining the socio-cultural, socio-environmental, and interpersonal determinants of adolescent sexual activity. CYSHHAS focuses particularly on the context of sexual risk-taking, especially with regard to HIV/AIDS prevention. Findings are intended to inform the development, refinement, and implementation of sexual-health and HIV/AIDS-prevention programs, both in schools and in community health settings.

Fact Sheet No. 3 - The Council of Europe/UNESCO Convention on the Recognition of Qualifications concerning Higher Education in the European Region: What it means for Canada (Web page) In 1989, Canada ratified the 1979 UNESCO Convention on the Recognition of Studies, Diplomas and Degrees concerning Higher Education in the States belonging to the Europe Region. The purpose of that convention was to facilitate the recognition of foreign degrees and diplomas and to improve access for other countries to information of an official nature about Canadian systems of higher education. A new joint convention was adopted in April 1997 by the countries of the Council of Europe and the UNESCO Europe Region. The new convention, which replaces the 1979 convention, does not differ significantly in substance and objectives. However, it specifies more concretely and in greater detail the responsibilities of ratifying states with respect to the principles and mechanisms for the recognition of qualifications and the collection and dissemination of information on higher education. Canada signed the Council of Europe/UNESCO convention in 1997, committing itself to a wide range of matters regarding the enhancement of academic and professional mobility and to the promotion of fair practice in assessment and recognition of qualifications. This fact sheet provides details on conventions, as well as the main features of this convention, Canada's obligations, and the implications of the convention for postsecondary institutions in Canada.
