The Student Achievement Indicators Program (SAIP) was a pan-Canadian assessment of achievement for 13-year-old and 16-year-old students administered by the Council of Ministers of Education, Canada (CMEC). It was an assessment tool that was designed to determine student achievement in relation to Canada-wide standards. The same assessment instruments were administered to two age groups to study the change in student knowledge and skills after two additional years of instruction.


SAIP was conducted on a cyclical basis in science, mathematics, and reading and writing, with the results provided on pan-Canadian and jurisdictional bases. The assessments were administered in the spring of each year, as shown in the following table.

Performance was reported on a five-point scale, with level 1 being the lowest and level 5 the highest. Most 13-year-olds were expected to achieve at least level 2, while most 16-year-olds were expected to achieve level 3 or better.


SAIP was replaced by the Pan-Canadian Assessment Program (PCAP) in 2007.
